and if there is how to make or get one?

The blue rose remains the Holy Grail of the rose hybridizing world, tho there are rumors that the Japanese have developed a hybrid, but it is not available to the public yet.

It is difficult if not impossible to get the red genes out of a rose, and these make any blue rose tend toward purple or mauve. Maybe someday. There are many roses on the market, including Blue Girl, and others, but they still all have shades of purple in them.
