Hmm, not quiet sure, but I’d say rather than Fairy Tails, the countries hooked up with famous characters of their literature world.
So I’d say
♤ The Germans (West, Prussia and Austria) are pictured with characters out of The Grimm’s Fairy Tales. Gilbo is partying with the Puss in Boots and Ludwig has the Frog King on his head.
♤ China and Hong Kong. The guy looks like Thunder or Storm God/Demon to me with riding the clound and his staff. Looking at the yellow hair, he could be the one in charge for the lightning.
♤ France. Hum, could be Edmond Dantès (The Count of Mounte Cristo), though the little blond boy confuses me…
♤ England is talking yeah, you said it, with Harry and Sherlock.
♤ Japan is accompanied by … uhm … Momotarou or Issun-boshi.
♤ The Americans and Italy. So sorry. I’m really not familiar with their literature.
